<section id="HB25187FCCB874F4292217A3B711F431E"><enum>2001.</enum><text display-inline="yes-display-inline"> The Continuing Appropriations Act, 2018 (division D of Public Law 115-56) is amended—</text> 
<paragraph id="H22C4531ADB2D4E43942C1F64550866A3"><enum>(1)</enum><text display-inline="yes-display-inline">by striking the date specified in section 106(3) and inserting <quote>February 16, 2018</quote>; and</text></paragraph> 
<paragraph id="H79F57D19ED6540E18B8E6D80946C7BA1"><enum>(2)</enum><text>by adding after section 147 the following:</text> 
<quoted-block style="appropriations" id="H5B6866EA044348E8823E37B7E2B0348F" display-inline="no-display-inline"> 
<section id="H6A25E8E3C2B843109B6173993E1349EA"><enum>148.</enum><text display-inline="yes-display-inline">Funds appropriated by the Department of Defense Missile Defeat and Defense Enhancements Appropriations Act, 2018 (division B of Public Law 115-96) may be obligated and expended notwithstanding section 504(a)(1) of the National Security Act of 1947 (50 U.S.C. 3094(a)(1)).</text></section> 
<section id="H36AF6D8AB5A148A885B9F54502758CBD"><enum>149.</enum><text display-inline="yes-display-inline">Amounts made available by section 101 for <quote>Department of Agriculture—Food and Nutrition Service—Child Nutrition Programs</quote> to carry out section 749(g) of the Agriculture Appropriations Act of 2010 (Public Law 111-80) may be apportioned up to the rate for operations necessary to ensure that the program can be fully operational by May 2018.</text></section> 
<section id="HE3EA2725D36A4749B9E704F1B3A993CB"><enum>150.</enum><text display-inline="yes-display-inline">Amounts made available by section 101 for <quote>National Aeronautics and Space Administration—Exploration</quote> may be apportioned up to the rate for operations necessary to maintain the planned launch capability schedules for the Space Launch System launch vehicle, Exploration Ground Systems, and Orion Multi-Purpose Crew Vehicle programs.</text></section> 
<section id="HA22BCC25DC5E4C5188C52C5199996B5C" commented="no"><enum>151.</enum><text display-inline="yes-display-inline">Amounts made available by section 101 for <quote>Department of Energy—Energy Programs—Office of the Inspector General</quote> may be apportioned up to the rate for operations necessary to sustain staffing levels achieved on June 30, 2017.</text></section> 
<section id="H6DE0A325C07249EE87F5B40AFBE7D7CA" commented="no"><enum>152.</enum><text display-inline="yes-display-inline">Amounts made available by section 101 for <quote>Small Business Administration—Business Loans Program Account</quote> may be apportioned up to the rate for operations necessary to accommodate increased demand for commitments for general business loans authorized under section 7(a) of the Small Business Act (15 U.S.C. 636(a)).</text></section> 
<section id="H877243D6C5394FBA8F5E4394E9B20B38"><enum>153.</enum><text display-inline="yes-display-inline">For 2018, the Secretary of Housing and Urban Development may make temporary adjustments to the Section 8 housing choice voucher annual renewal funding allocations and administrative fee eligibility determinations for public housing agencies in an area for which the President declared a disaster in 2017 or 2018 under title IV of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5170 et seq.), to avoid significant adverse funding impacts that would otherwise result from the disaster and that would otherwise prevent a public housing agency from leasing up to its authorized level of units under contract (but not to exceed such level), upon request by and in consultation with a public housing agency and supported by documentation as required by the Secretary that demonstrates the need for the adjustment. </text></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> 
<section id="H4AA88D5D2D9C4DA6AB1626C3D927821D" commented="no"><enum>2002.</enum><text display-inline="yes-display-inline">The Further Additional Continuing Appropriations Act, 2018 (division A of Public Law 115-96) is amended by striking section 1002.</text></section>

<paragraph commented="no" id="HCC88F66D93A54D80913C234E6F3B400B"><enum>(2)</enum><header>Prevention of duplicate appropriations for fiscal year 2018</header><text>Notwithstanding any other provision of law, insofar as funds have been appropriated under subsection (a)(21) of section 2104 of the Social Security Act (42 U.S.C. 1397dd), as such subsection is in effect on the day before the date of the enactment of this Act, to provide allotments to States under the State Children's Health Insurance Program established under title XXI of the Social Security Act (42 U.S.C. 1397aa et seq.) (whether implemented under title XIX, XXI, or both, of the Social Security Act) for fiscal year 2018—</text> 
<subparagraph id="H9585BE2B543F4C05AA2472B74F601A2B"><enum>(A)</enum><text>any amounts that are so appropriated that are not so allotted and obligated before the date of the enactment of this Act, are rescinded; and</text></subparagraph> 
<subparagraph id="H55835D00405C4C7E856623158FBED558"><enum>(B)</enum><text>any amount provided for CHIP allotments to a State under this section (and the amendments made by this section) for such fiscal year shall be reduced by the amount of such appropriations so allotted and obligated before such date.</text></subparagraph></paragraph></subsection>

<subparagraph commented="no" id="HBE35C8EC23BA458495E063BA685C7992"><enum>(A)</enum><header>First half</header><text display-inline="yes-display-inline">Subject to paragraphs (5) and (7), from the amount made available under subparagraph (A) of paragraph (26) of subsection (a) for the semi-annual period described in such subparagraph, increased by the amount of the appropriation for such period under section 3002(b)(2) of the HEALTHY KIDS Act, the Secretary shall compute a State allotment for each State (including the District of Columbia and each commonwealth and territory) for such semi-annual period in an amount equal to the first half ratio (described in subparagraph (D)) of the amount described in subparagraph (C).</text></subparagraph> 
<subparagraph commented="no" id="HC1D13453DFD44D67AF50A9E2382F0AE1"><enum>(B)</enum><header>Second half</header><text display-inline="yes-display-inline">Subject to paragraphs (5) and (7), from the amount made available under subparagraph (B) of paragraph (26) of subsection (a) for the semi-annual period described in such subparagraph, the Secretary shall compute a State allotment for each State (including the District of Columbia and each commonwealth and territory) for such semi-annual period in an amount equal to the amount made available under such subparagraph, multiplied by the ratio of—</text> 
<clause commented="no" id="H592341B2507041B7839F7AC0C597DD45"><enum>(i)</enum><text display-inline="yes-display-inline">the amount of the allotment to such State under subparagraph (A); to</text></clause> 
<clause commented="no" id="HB7F3BEEAB11E4D748183C3E6A922F470"><enum>(ii)</enum><text display-inline="yes-display-inline">the total of the amount of all of the allotments made available under such subparagraph.</text></clause></subparagraph> 
<subparagraph commented="no" id="H99CF7A138DD94228B67F687B7BE08BD2"><enum>(C)</enum><header>Full year amount based on rebased amount</header><text display-inline="yes-display-inline">The amount described in this subparagraph for a State is equal to the Federal payments to the State that are attributable to (and countable towards) the total amount of allotments available under this section to the State in fiscal year 2022 (including payments made to the State under subsection (n) for fiscal year 2022 as well as amounts redistributed to the State in fiscal year 2022), multiplied by the allotment increase factor under paragraph (6) for fiscal year 2023.</text></subparagraph> 
<subparagraph commented="no" id="H832E9EDD2DC647A793F7FF9E7E7073FB"><enum>(D)</enum><header>First half ratio</header><text display-inline="yes-display-inline">The first half ratio described in this subparagraph is the ratio of—</text> 
<clause commented="no" id="HF640CFB012D446F28BB139478CD61AE9"><enum>(i)</enum><text display-inline="yes-display-inline">the sum of—</text> 
<subclause commented="no" id="H83F80C9DA9BF4D968F2A609672F3C86B"><enum>(I)</enum><text display-inline="yes-display-inline">the amount made available under subsection (a)(26)(A); and</text></subclause> 
<subclause commented="no" id="HF0DB9E2324FA43BE8C15CCB58F8E0956"><enum>(II)</enum><text display-inline="yes-display-inline">the amount of the appropriation for such period under section 3002(b)(2) of the HEALTHY KIDS Act; to</text></subclause></clause> 
<clause commented="no" id="H21DF238114484515BEE0262FC7C933EA"><enum>(ii)</enum><text display-inline="yes-display-inline">the sum of—</text> 
<subclause commented="no" id="H90A29AD8AC3C4FA4868D5B4D32EF5D84"><enum>(I)</enum><text display-inline="yes-display-inline">the amount described in clause (i); and</text></subclause> 
<subclause commented="no" id="HCFC862ACAA3242D9A5393AEE301AB2BB"><enum>(II)</enum><text display-inline="yes-display-inline">the amount made available under subsection (a)(26)(B).</text></subclause></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph> 
<paragraph commented="no" id="H1DC2BE0D036C4DF0ADEDB1FB31A6AF64"><enum>(2)</enum><header>One-time appropriation for fiscal year <enum-in-header>2023</enum-in-header></header><text display-inline="yes-display-inline">There is appropriated to the Secretary of Health and Human Services, out of any money in the Treasury not otherwise appropriated, $20,200,000,000 to accompany the allotment made for the period beginning on October 1, 2022, and ending on March 31, 2023, under paragraph (26)(A) of section 2104(a) of the Social Security Act (42 U.S.C. 1397dd(a)) (as added by subsection (a)), to remain available until expended. Such amount shall be used to provide allotments to States under paragraph (10) of section 2104(m) of such Act (as added by paragraph (1)) for the first 6 months of fiscal year 2023 in the same manner as allotments are provided under subsection (a)(26)(A) of such section 2104 and subject to the same terms and conditions as apply to the allotments provided from such subsection (a)(26)(A).</text></paragraph></subsection> 
<subsection commented="no" id="H4C87537EE2F345C68CDBCF3B8FFBE729"><enum>(c)</enum><header>Extension of the Child Enrollment Contingency Fund</header><text display-inline="yes-display-inline">Section 2104(n) of the Social Security Act (42 U.S.C. 1397dd(n)) is amended—</text>

<subparagraph commented="no" id="H91B9750DE62F46EDB449FE5397BEDC64"><enum>(B)</enum><text display-inline="yes-display-inline">that is funded exclusively through non-Federal funds, including funds received by the State in the form of premiums for the purchase of such coverage.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph>

<subparagraph id="H07ACF2E9DD574E55B2BB5E47C8B9CE01"><enum>(B)</enum><text>is trained to assist families with children who have no health insurance coverage with respect to improving the social determinants of the health of such children, including by providing—</text> 
<clause id="H00A94A6639C14DACB2001B14E355C661"><enum>(i)</enum><text>education about health insurance coverage, including, with respect to obtaining such coverage, eligibility criteria and application and renewal processes;</text></clause> 
<clause id="H0CD3EF08D22A4FB8BCB2AC325C11EDB4"><enum>(ii)</enum><text>assistance with completing and submitting applications for health insurance coverage;</text></clause> 
<clause id="HC5B3B606FA894135B8A01615B260948B"><enum>(iii)</enum><text>a liaison between families and representatives of State plans under title XIX or State child health plans under this title;</text></clause> 
<clause id="H4A914862CFF947B8B7EA5A1B8BFB1F91"><enum>(iv)</enum><text>guidance on identifying medical and dental homes and community pharmacies for children; and</text></clause> 
<clause id="HCC3E48F8F3D4409799FFEFEA13AFD5DD"><enum>(v)</enum><text>assistance and referrals to successfully address social determinants of children’s health, including poverty, food insufficiency, and housing.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection commented="no" id="H3C3457A10651443FA36CF7000FD9DD0E"><enum>(c)</enum><header>Exclusion from modified adjusted gross income</header><text display-inline="yes-display-inline">Section 1902(e) of the Social Security Act (42 U.S.C. 1396a(e)) is amended—</text>

<subsection id="H2F5444FE33CD4DA29CF454686A1D95A0"><enum>(a)</enum><header>In general</header><text>The budgetary effects of division C and each succeeding division shall not be entered on either PAYGO scorecard maintained pursuant to section 4(d) of the Statutory Pay-As-You-Go Act of 2010.</text></subsection> 
<subsection id="H64D02F0A42B648E2A430E6B953768E51"><enum>(b)</enum><header>Senate paygo scorecards</header><text>The budgetary effects of division C and each succeeding division shall not be entered on any PAYGO scorecard maintained for purposes of section 4106 of H. Con. Res. 71 (115th Congress).</text></subsection> 
<subsection id="H09F3168BF5B54E1884FAD33C6C816439"><enum>(c)</enum><header>Classification of budgetary effects</header><text>Notwithstanding Rule 3 of the Budget Scorekeeping Guidelines set forth in the joint explanatory statement of the committee of conference accompanying Conference Report 105-217 and section 250(c)(8) of the Balanced Budget and Emergency Deficit Control Act of 1985, the budgetary effects of division C and each succeeding division shall not be estimated—</text> 
<paragraph id="HCB1F5D824BC04A2EAF47D34F1CB6D28F"><enum>(1)</enum><text>for purposes of section 251 of such Act; and</text></paragraph>
