      <text display-inline="yes-display-inline">That the Rules of the House of Representatives of the One Hundred Fourteenth Congress, including applicable provisions of law or concurrent resolution that constituted rules of the House at the end of the One Hundred Fourteenth Congress, are adopted as the Rules of the House of Representatives of the One Hundred Fifteenth Congress, with amendments to the standing rules as provided in section 2, and with other orders as provided in sections 3, 4, and 5. </text>

      <enum>2.</enum>
      <header>Changes to the Standing Rules</header>
      <subsection id="H70B735511D3E496086BA154253C412BE">
        <enum>(a)</enum>
        <header>Decorum</header>
        <paragraph id="HABB90D70745748C888344AF881172D4A">
          <enum>(1)</enum>
          <text display-inline="yes-display-inline">In clause 3 of rule II, add the following new paragraph:</text>

              <enum>(g)</enum>

                <enum>(1)</enum>
                <text display-inline="yes-display-inline">The Sergeant-at-Arms is authorized and directed to impose a fine against a Member, Delegate, or the Resident Commissioner for the use of an electronic device for still photography or for audio or visual recording or broadcasting in contravention of clause 5 of rule XVII and any applicable Speaker’s announced policy on electronic devices.</text>
              </rules-subparagraph>
              <rules-subparagraph id="HE55349FB7F0F41AE9C9522A313148425">
                <enum>(2)</enum>
                <text display-inline="yes-display-inline">A fine imposed pursuant to this paragraph shall be $500 for a first offense and $2,500 for any subsequent offense.</text>
              </rules-subparagraph>
              <rules-subparagraph id="H0468011FAF05450C9B203C83E07AC8C1">
                <enum>(3)</enum>
                <rules-subdivision id="H6FFC0F86E66543FDB091941AE143D42A" display-inline="yes-display-inline">
                  <enum>(A)</enum>
                  <text display-inline="yes-display-inline">The Sergeant-at-Arms shall promptly notify the Member, Delegate, or the Resident Commissioner, the Speaker, the Chief Administrative Officer, and the Committee on Ethics of any such fine.</text>
                </rules-subdivision>
                <rules-subdivision id="H113C6F3456224794A6C82D6EF909C5DA">
                  <enum>(B)</enum>
                  <text display-inline="yes-display-inline">Such Member, Delegate, or Resident Commissioner may appeal the fine in writing to the Committee on Ethics not later than 30 calendar days or five legislative days, whichever is later, after notification pursuant to subdivision (A).</text>
                </rules-subdivision>
                <rules-subdivision id="H6CEDFEA5D5E44FBDB7B5B1340E0F7421">
                  <enum>(C)</enum>
                  <text display-inline="yes-display-inline">Upon receipt of an appeal pursuant to subdivision (B), the Committee on Ethics shall have 30 calendar days or five legislative days, whichever is later, to either dismiss the fine or allow it to proceed. Upon a determination regarding the appeal or if no appeal has been filed at the expiration of the period specified in subdivision (B), the chair of the Committee on Ethics shall promptly notify the Member, Delegate, or the Resident Commissioner, the Speaker and the Chief Administrative Officer. The Speaker shall promptly lay such notification before the House.</text>
                </rules-subdivision>
              </rules-subparagraph>
              <rules-subparagraph id="H25F1D21313864FE79B445DC9C94E01D4">
                <enum>(4)</enum>
                <text display-inline="yes-display-inline">The Sergeant-at-Arms and the Committee on Ethics are authorized to establish policies and procedures for the implementation of this paragraph.</text>

                <enum>(2)</enum>
                <text>The Chief Administrative Officer is authorized to establish policies and procedures for such salary deductions.</text>

          <text>Rule XVII is amended by redesignating clause 9 as clause 10, and by inserting after clause 8 the following new clause:</text>

                <text display-inline="yes-display-inline">A Member, Delegate, the Resident Commissioner, officer, or employee of the House may not engage in disorderly or disruptive conduct in the Chamber, including— </text>

                  <enum>(1)</enum>
                  <text>intentionally obstructing or impeding the passage of others in the Chamber; </text>
                </rules-subparagraph>
                <rules-subparagraph id="H185EE5F2411F4C328C3F263000B2B733" indent="up1">
                  <enum>(2)</enum>
                  <text>the use of an exhibit to impede, disrupt, or disturb the proceedings of the House; and </text>
                </rules-subparagraph>
                <rules-subparagraph id="H20714DDB62D54A3E987164509E8B638D" indent="up1">
                  <enum>(3)</enum>
                  <text>the denial of legislative instruments to others seeking to engage in legislative proceedings. </text>
                </rules-subparagraph>
              </rules-paragraph>

                <enum>(b)</enum>
                <text>This clause establishes a standard of conduct within the meaning of clause 3(a)(2) of rule XI.</text>

        <enum>(b)</enum>
        <header>Authorization and Oversight Plans</header>

          <enum>(1)</enum>
          <text>Clause 2(d) of rule X is amended to read as follows:</text>

              <enum>(d)</enum>

                <enum>(1)</enum>
                <text>Not later than February 15 of the first session of a Congress, each standing committee (other than the Committee on Appropriations, the Committee on Ethics, and the Committee on Rules) shall, in a meeting that is open to the public, adopt its authorization and oversight plan for that Congress. Such plan shall be submitted simultaneously to the Committee on Oversight and Government Reform, the Committee on House Administration, and the Committee on Appropriations.</text>
              </rules-subparagraph>
              <rules-subparagraph id="H1BF236C18A7C4C2E9177919A87C16527">
                <enum>(2)</enum>
                <text>Each such plan shall include, with respect to programs and agencies within the committee’s jurisdiction, and to the maximum extent practicable—</text>
                <rules-subdivision id="HC4A6283955E24ACF84686A1B00B44516">
                  <enum>(A)</enum>
                  <text>a list of such programs or agencies with lapsed authorizations that received funding in the prior fiscal year or, in the case of a program or agency with a permanent authorization, which has not been subject to a comprehensive review by the committee in the prior three Congresses;</text>
                </rules-subdivision>
                <rules-subdivision id="H1EA932E47BD94D69A92EDA6DCF90369A">
                  <enum>(B)</enum>
                  <text>a description of each such program or agency to be authorized in the current Congress;</text>
                </rules-subdivision>
                <rules-subdivision id="H5323A63230454B208B06E85B79EC6F6D">
                  <enum>(C)</enum>
                  <text>a description of each such program or agency to be authorized in the next Congress, if applicable;</text>
                </rules-subdivision>
                <rules-subdivision id="H266B92C142B745D69DEA2237A19D64CA">
                  <enum>(D)</enum>
                  <text>a description of any oversight to support the authorization of each such program or agency in the current Congress; and</text>
                </rules-subdivision>
                <rules-subdivision id="HA83CD62034AD41D4AF3517B41E3C7276">
                  <enum>(E)</enum>
                  <text>recommendations for changes to existing law for moving such programs or agencies from mandatory funding to discretionary appropriations, where appropriate.</text>
                </rules-subdivision>
              </rules-subparagraph>
              <rules-subparagraph id="HB4DF671D16114B0185861238D2EF2993">
                <enum>(3)</enum>
                <text>Each such plan may include, with respect to the programs and agencies within the committee’s jurisdiction—</text>

                  <enum>(A)</enum>
                  <text>recommendations for the consolidation or termination of such programs or agencies that are duplicative, unnecessary, or inconsistent with the appropriate roles and responsibilities of the Federal Government;</text>

                <rules-subdivision id="HDC3898F2A6D14DB5A15FEBA28DE13374">
                  <enum>(B)</enum>
                  <text>recommendations for changes to existing law related to Federal rules, regulations, statutes, and court decisions affecting such programs and agencies that are inconsistent with the authorities of the Congress under Article I of the Constitution; and</text>
                </rules-subdivision>
                <rules-subdivision id="H6F8023F0B5E14C4784B763F407680EB3">
                  <enum>(C)</enum>
                  <text>a description of such other oversight activities as the committee may consider necessary.</text>
                </rules-subdivision>
              </rules-subparagraph>
              <rules-subparagraph id="HB6A1B8FC5BD34C198C1F485924C9F612">
                <enum>(4)</enum>
                <text>In the development of such plan, the chair of each committee shall coordinate with other committees of jurisdiction to ensure that programs and agencies are subject to routine, comprehensive authorization efforts.</text>
              </rules-subparagraph>
              <rules-subparagraph id="H2B1FF246F5C148EFB25B8700C3FB10C3">
                <enum>(5)</enum>
                <text>Not later than March 31 in the first session of a Congress, after consultation with the Speaker, the Majority Leader, and the Minority Leader, the Committee on Oversight and Government Reform shall report to the House the authorization and oversight plans submitted by committees together with any recommendations that it, or the House leadership group described above, may make to ensure the most effective coordination of authorization and oversight plans and otherwise to achieve the objectives of this clause.</text>
              </rules-subparagraph>
            </rules-paragraph>

              <rules-paragraph id="HD9A22307CB4D4AD28C497FBF4EBC1E34" display-inline="yes-display-inline">
                <enum>(a)</enum>
                <text display-inline="yes-display-inline">Upon receipt of a properly served judicial subpoena or order, a Member, Delegate, Resident Commissioner, officer, or employee of the House shall promptly notify the Speaker in writing of its receipt together with either:</text>
                <rules-subparagraph id="HECA40F3E071C4761BBEC8AB1C78B1587">
                  <enum>(1)</enum>
                  <text display-inline="yes-display-inline">a determination as to whether the issuance of the judicial subpoena or order is a proper exercise of jurisdiction by the court and is consistent with the privileges and rights of the House; or</text>
                </rules-subparagraph>
                <rules-subparagraph id="H1705D61E59084A53BDAD62103E724EC8">
                  <enum>(2)</enum>
                  <text display-inline="yes-display-inline">a statement that such Member, Delegate, Resident Commissioner, officer, or employee of the House intends to make a determination with respect to the matters described in subparagraph (1).</text>

              </rules-paragraph>
              <rules-paragraph id="HCA32FBFDE4F948BFB575905A1AA7B3AA">
                <enum>(b)</enum>
                <text display-inline="yes-display-inline">The notification required by paragraph (a) shall promptly be laid before the House by the Speaker.</text>

            </rules-clause>

              <enum>3.</enum>
              <rules-paragraph id="H65FD8E5CFD8E41638A592E2370204203" display-inline="yes-display-inline">
                <enum>(a)</enum>
                <text display-inline="yes-display-inline">Except as specified in paragraph (b) or otherwise ordered by the House, upon notification to the House that a judicial subpoena or order is a proper exercise of jurisdiction by the court and is consistent with the privileges and rights of the House, the Member, Delegate, Resident Commissioner, officer, or employee of the House shall comply with the judicial subpoena or order by supplying copies.</text>

                <enum>(b)</enum>
                <text display-inline="yes-display-inline">Under no circumstances may minutes or transcripts of executive sessions, or evidence of witnesses in respect thereto, be disclosed or copied. During a period of recess or adjournment of longer than three days, the Speaker may authorize compliance or take such other action as the Speaker considers appropriate under the circumstances. Upon the reconvening of the House, all matters that transpired under this clause shall promptly be laid before the House by the Speaker.</text>

            </rules-clause>

              <text display-inline="yes-display-inline">Nothing in this rule shall be construed to deprive, condition, or waive the constitutional or legal privileges or rights applicable or available at any time to a Member, Delegate, Resident Commissioner, officer, or employee of the House, or of the House itself, or the right of such Member, Delegate, Resident Commissioner, officer, or employee, or of the House itself, to assert such privileges or rights before a court in the United States.</text>

        <header>Holman Rule</header>
        <text>During the first session of the One Hundred Fifteenth Congress, any reference in clause 2 of rule XXI to a provision or amendment that retrenches expenditures by a reduction of amounts of money covered by the bill shall be construed as applying to any provision or amendment (offered after the bill has been read for amendment) that retrenches expenditures by—</text>

          <text>the reduction of amounts of money in the bill;</text>
        </paragraph>

        </paragraph>

      </subsection>

        <enum>(b)</enum>
        <header>Staff Deposition Authority</header>
        <paragraph id="H123113E2021847C59642E0F0E236B247">
          <enum>(1)</enum>
          <text display-inline="yes-display-inline">During the One Hundred Fifteenth Congress, the chair of a standing committee (other than the Committee on House Administration or the Committee on Rules), and the chair of the Permanent Select Committee on Intelligence, upon consultation with the ranking minority member of such committee, may order the taking of depositions, including pursuant to subpoena, by a member or counsel of such committee.</text>
        </paragraph>
        <paragraph id="H7CCCE16C546D46E8B7867E9159F3321B">
          <enum>(2)</enum>
          <text display-inline="yes-display-inline">Depositions taken under the authority prescribed in this subsection shall be subject to regulations issued by the chair of the Committee on Rules and printed in the Congressional Record.</text>
        </paragraph>
        <paragraph id="HA5350CFF9B004B39ADF011DB522733D5">
          <enum>(3)</enum>
          <text display-inline="yes-display-inline">At least one member of the committee shall be present at each deposition taken under the authority prescribed in this subsection, unless—</text>

            <enum>(A)</enum>
            <text display-inline="yes-display-inline">the witness to be deposed agrees in writing to waive this requirement; or</text>

            <text display-inline="yes-display-inline">the committee authorizes the taking of a specified deposition without the presence of a member during a specified period, provided that the House is not in session on the day of the deposition.</text>

        </paragraph>
      </subsection>
      <subsection id="HA8E0BE36254942BCB238D0F8F84D89E3">
        <enum>(c)</enum>
        <header>Independent Payment Advisory Board</header>
        <text>Section 1899A(d) of the Social Security Act shall not apply in the One Hundred Fifteenth Congress.</text>
      </subsection>
      <subsection id="HD1A3BAEC40234D80AA6CC1EAE98C5EB1">
        <enum>(d)</enum>
        <header>Providing for Transparency With Respect to Memorials Submitted Pursuant to Article V of the Constitution of the United States</header>
        <text display-inline="yes-display-inline">With respect to any memorial presented under clause 3 of rule XII purporting to be an application of the legislature of a State calling for a convention for proposing amendments to the Constitution of the United States pursuant to Article V, or a rescission of any such prior application—</text>
        <paragraph id="HC706E48792BC42B5A86AAF8439B28229">
          <enum>(1)</enum>
          <text display-inline="yes-display-inline">the chair of the Committee on the Judiciary shall, in the case of such a memorial presented in the One Hundred Fourteenth Congress or the One Hundred Fifteenth Congress, and may, in the case of such a memorial presented prior to the One Hundred Fourteenth Congress, designate any such memorial for public availability by the Clerk; and</text>
        </paragraph>
        <paragraph id="H461F72D2367748C9A35013F84985F740">
          <enum>(2)</enum>
          <text display-inline="yes-display-inline">the Clerk shall make such memorials as are designated pursuant to paragraph (1) publicly available in electronic form, organized by State of origin and year of receipt, and shall indicate whether the memorial was designated as an application or a rescission.</text>
        </paragraph>
      </subsection>
      <subsection id="H132D62ECD93F4A619D3C786B081A8EB2">
        <enum>(e)</enum>
        <header>Spending Reduction Amendments in Appropriations Bills</header>
        <paragraph id="HC94A6FC9ABF54A2B88B5B71DE6D1BEFB">
          <enum>(1)</enum>
          <text display-inline="yes-display-inline">During the reading of a general appropriation bill for amendment in the Committee of the Whole House on the state of the Union, it shall be in order to consider en bloc amendments proposing only to transfer appropriations from an object or objects in the bill to a spending reduction account. When considered en bloc under this paragraph, such amendments may amend portions of the bill not yet read for amendment (following disposition of any points of order against such portions) and are not subject to a demand for division of the question in the House or in the Committee of the Whole.</text>
        </paragraph>
        <paragraph id="H767694ADCD5F4A85B57FD89BFF3F93D8">
          <enum>(2)</enum>
          <text>Except as provided in paragraph (1), it shall not be in order to consider an amendment to a spending reduction account in the House or in the Committee of the Whole House on the state of the Union. </text>
        </paragraph>
        <paragraph id="H7FF0838783CC4C78B32CB00F28A8B69D">
          <enum>(3)</enum>
          <text>A point of order under clause 2(b) of rule XXI shall not apply to a spending reduction account.</text>
        </paragraph>
        <paragraph id="HDEA5271179FE4C3A93A022F360DF52C3">
          <enum>(4)</enum>
          <text>A general appropriation bill may not be considered in the Committee of the Whole House on the state of the Union unless it includes a spending reduction account as the last section of the bill. An order to report a general appropriation bill to the House shall constitute authority for the chair of the Committee on Appropriations to add such a section to the bill or modify the figure contained therein.</text>
        </paragraph>
        <paragraph id="H2E836D13EE5C47C1BF703795F0C82BAE">
          <enum>(5)</enum>
          <text display-inline="yes-display-inline">For purposes of this subsection, the term <quote>spending reduction account</quote> means an account in a general appropriation bill that bears that caption and contains only—</text>
          <subparagraph id="H1168740214B74D6BA8661D9F605CF167">
            <enum>(A)</enum>
            <text display-inline="yes-display-inline">a recitation of the amount by which an applicable allocation of new budget authority under section 302(b) of the Congressional Budget Act of 1974 exceeds the amount of new budget authority proposed by the bill; or</text>
          </subparagraph>
          <subparagraph id="H2341AE19D32345FDA0C26DD989E78069">
            <enum>(B)</enum>
            <text display-inline="yes-display-inline">if no such allocation is in effect, <quote>$0</quote>.</text>
          </subparagraph>
        </paragraph>
      </subsection>
      <subsection id="HE37984E76D304C14971A03BD7471D8F1">
        <enum>(f)</enum>
        <header>Point of Order Against Motion to Rise and Report</header>
        <paragraph id="HD246F5DB084D4708B35A4FAAE13FCEDB">
          <enum>(1)</enum>
          <text display-inline="yes-display-inline">During the One Hundred Fifteenth Congress, except as provided in paragraph (3), a motion that the Committee of the Whole rise and report a bill to the House shall not be in order if the bill, as amended, exceeds an applicable allocation of new budget authority under section 302(b) of the Congressional Budget Act of 1974, as estimated by the Committee on the Budget.</text>
        </paragraph>
        <paragraph id="HC4E156331CB64CF19142FF97FB1E525B">
          <enum>(2)</enum>
          <text display-inline="yes-display-inline">If a point of order under paragraph (1) is sustained, the Chair shall put the question: <quote>Shall the Committee of the Whole rise and report the bill to the House with such amendments as may have been adopted notwithstanding that the bill exceeds its allocation of new budget authority under section 302(b) of the Congressional Budget Act of 1974?</quote>. Such question shall be debatable for 10 minutes equally divided and controlled by a proponent of the question and an opponent but shall be decided without intervening motion.</text>
        </paragraph>
        <paragraph id="H2A0F49A9E265459B9DA7AB4CAB532DBE">
          <enum>(3)</enum>
          <text display-inline="yes-display-inline">Paragraph (1) shall not apply—</text>
          <subparagraph id="H8C38A5056A77482DB4DAB5E42B5E04F9">
            <enum>(A)</enum>
            <text>to a motion offered under clause 2(d) of rule XXI; or</text>
          </subparagraph>
          <subparagraph id="HE3FBE21D8BF043B098F1A34FBF48A139">
            <enum>(B)</enum>
            <text>after disposition of a question under paragraph (2) on a given bill.</text>
          </subparagraph>
        </paragraph>

          <text display-inline="yes-display-inline">If a question under paragraph (2) is decided in the negative, no further amendment shall be in order except—</text>

          <text display-inline="yes-display-inline">The term <quote>advance appropriation</quote> means any new discretionary budget authority provided in a general appropriation bill or bill or joint resolution continuing appropriations for fiscal year 2017, or any amendment thereto or conference report thereon, that first becomes available for the fiscal year following fiscal year 2017.</text>
        </paragraph>
      </subsection>

        <enum>(h)</enum>
        <header>Point of Order Against Increasing Direct Spending</header>
        <paragraph id="HEB0004A318BE49B8995E31DE1AB78FB7">
          <enum>(1)</enum>
          <header>Congressional Budget Office Analysis of Proposals</header>
          <text display-inline="yes-display-inline">The Director of the Congressional Budget Office shall, to the extent practicable, prepare an estimate of whether a bill or joint resolution reported by a committee (other than the Committee on Appropriations), or amendment thereto or conference report thereon, would cause, relative to current law, a net increase in direct spending in excess of $5,000,000,000 in any of the 4 consecutive 10-fiscal year periods beginning with the first fiscal year that is 10 fiscal years after the current fiscal year.</text>
        </paragraph>
        <paragraph id="HF6C491EEDC6A40AB94DA697E1DC5A51D">
          <enum>(2)</enum>
          <header>Point of Order</header>
          <text display-inline="yes-display-inline">It shall not be in order to consider any bill or joint resolution reported by a committee, or amendment thereto or conference report thereon, that would cause a net increase in direct spending in excess of $5,000,000,000 in any of the 4 consecutive 10-fiscal year periods described in paragraph (1).</text>
        </paragraph>
        <paragraph id="H48D1A2DD04A242779B4999C93D5EEA02">
          <enum>(3)</enum>
          <header>Determinations of Budget Levels</header>
          <text display-inline="yes-display-inline">For purposes of this subsection, the levels of net increases in direct spending shall be determined on the basis of estimates provided by the chair of the Committee on the Budget.</text>
        </paragraph>
        <paragraph id="H181E315F67984AAA8AE2237F8DDFF2AA">
          <enum>(4)</enum>
          <header>Limitation</header>
          <text display-inline="yes-display-inline">This subsection shall not apply to any bill or joint resolution, or amendment thereto or conference report thereon—</text>
          <subparagraph id="HF8425FE102E84B5685437FADC56ECA39">
            <enum>(A)</enum>
            <text display-inline="yes-display-inline">repealing the Patient Protection and Affordable Care Act and title I and subtitle B of title II of the Health Care and Education Affordability Reconciliation Act of 2010; </text>
          </subparagraph>
          <subparagraph id="H61AC040C331C4B2F87AECAA0531A07DC">
            <enum>(B)</enum>
            <text display-inline="yes-display-inline">reforming the Patient Protection and Affordable Care Act and the Health Care and Education Affordability Reconciliation Act of 2010; or</text>
          </subparagraph>
          <subparagraph id="HA336EF43C6DA431BB36A11C597AC79C0">
            <enum>(C)</enum>
            <text display-inline="yes-display-inline">for which the chair of the Committee on the Budget has made an adjustment to the allocations, levels, or limits contained in the most recently adopted concurrent resolution on the budget.</text>
          </subparagraph>
        </paragraph>
      </subsection>
      <subsection id="HAFE0CCFF4B074BD2837252CADD14EE5D">
        <enum>(i)</enum>
        <header>Disclosure of Directed Rule Makings</header>
        <paragraph id="HBBFF81CC1842445185844086EE946DEF">
          <enum>(1)</enum>
          <text display-inline="yes-display-inline">The report of a committee on a bill or joint resolution shall include a list of directed rule makings required by the measure or a statement that the proposition contains no directed rule makings.</text>
        </paragraph>
        <paragraph id="HB616849A0C7F41DCAF03C37B9F2A15D9">
          <enum>(2)</enum>
          <text>For purposes of this subsection, the term <quote>directed rule making</quote> means a specific rule making within the meaning of section 551 of title 5, United States Code, specifically directed to be completed by a provision in the measure, but does not include a grant of discretionary rule making authority.</text>
        </paragraph>
      </subsection>
      <subsection id="H358EF4B1B0C5473DA14480A4A63CA683">
        <enum>(j)</enum>
        <header>Exercise Facilities for Former Members</header>
        <text>During the One Hundred Fifteenth Congress—</text>
        <paragraph id="HB0D09077D64F487E8B7164C519AF1B15">
          <enum>(1)</enum>
          <text display-inline="yes-display-inline">The House of Representatives may not provide access to any exercise facility which is made available exclusively to Members and former Members, officers and former officers of the House of Representatives, and their spouses to any former Member, former officer, or spouse who is a lobbyist registered under the Lobbying Disclosure Act of 1995 or any successor statute or agent of a foreign principal as defined in clause 5 of rule XXV. For purposes of this subsection, the term <quote>Member</quote> includes a Delegate or Resident Commissioner to the Congress.</text>
        </paragraph>
        <paragraph id="H18B636EC733544A0B5E1EEB2D3659603">
          <enum>(2)</enum>
          <text>The Committee on House Administration shall promulgate regulations to carry out this subsection.</text>
        </paragraph>
      </subsection>
      <subsection id="H787D48D129294FB4895656A63B7F3469">
        <enum>(k)</enum>
        <header>Numbering of Bills</header>
        <text display-inline="yes-display-inline">In the One Hundred Fifteenth Congress, the first 10 numbers for bills (H.R. 1 through H.R. 10) shall be reserved for assignment by the Speaker and the second 10 numbers for bills (H.R. 11 through H.R. 20) shall be reserved for assignment by the Minority Leader.</text>
      </subsection>
      <subsection id="H203D4B9145B8429EA62B0D92D48DC1EB">
        <enum>(l)</enum>
        <header>Inclusion of Citations for Proposed Repeals and Amendments</header>
        <text display-inline="yes-display-inline">To the maximum extent practicable and consistent with established drafting conventions, an instruction in a bill or joint resolution proposing to repeal or amend any law or part thereof not contained in a codified title of the United States Code shall include, in parentheses immediately following the designation of the matter proposed to be repealed or amended, the applicable United States Code citation (which may be a note in the United States Code), or, if no such citation is available, an appropriate alternative citation to the applicable law or part.</text>
      </subsection>
      <subsection id="H66B1FB0176334BC7B0C8831C3B2FC19A">
        <enum>(m)</enum>
        <header>Broadening Availability of Legislative Documents in Machine-Readable Formats</header>
        <text display-inline="yes-display-inline">The Committee on House Administration, the Clerk, and other officers and officials of the House shall continue efforts to broaden the availability of legislative documents in machine readable formats in the One Hundred Fifteenth Congress in furtherance of the institutional priority of improving public availability and use of legislative information produced by the House and its committees.</text>
      </subsection>
      <subsection id="HFDEDDC2809E64DFB8A8C067E794F479F">
        <enum>(n)</enum>
        <header>Congressional Member Organization Transparency Reform</header>
        <paragraph id="H40292C34A5504FBAAC94FBAF3F0EF671">
          <enum>(1)</enum>
          <header>Payment of salaries and expenses through account of organization</header>
          <text display-inline="yes-display-inline">A Member of the House of Representatives and an eligible Congressional Member Organization may enter into an agreement under which—</text>
          <subparagraph id="H69F7977D16EB44E5BE427131F0B1A6C8">
            <enum>(A)</enum>
            <text>an employee of the Member’s office may carry out official and representational duties of the Member by assignment to the Organization; and</text>
          </subparagraph>
          <subparagraph id="H2CC396C27C3A43D5868B4079CA397240">
            <enum>(B)</enum>
            <text>to the extent that the employee carries out such duties under the agreement, the Member shall transfer the portion of the Members’ Representation Allowance of the Member which would otherwise be used for the salary and related expenses of the employee to a dedicated account in the House of Representatives which is administered by the Organization, in accordance with the regulations promulgated by the Committee on House Administration under paragraph (2).</text>
          </subparagraph>
        </paragraph>
        <paragraph id="H871FAD68940646818703CCF6575EEE84">
          <enum>(2)</enum>
          <header>Regulations</header>
          <text display-inline="yes-display-inline">The Committee on House Administration (hereafter referred to in this subsection as the “Committee”) shall promulgate regulations as follows:</text>
          <subparagraph id="H22C542DB530048B284A1FE02DB94F43C">
            <enum>(A)</enum>
            <header>Use of MRA</header>
            <text>Pursuant to the authority of section 101(d) of the House of Representatives Administrative Reform Technical Corrections Act (2 U.S.C. 5341(d)), the Committee shall prescribe regulations to provide that an eligible Congressional Member Organization may use the amounts transferred to the Organization’s dedicated account under paragraph (1)(B) for the same purposes for which a Member of the House of Representatives may use the Members’ Representational Allowance, except that the Organization may not use such amounts for franked mail, official travel, or leases of space or vehicles.</text>
          </subparagraph>
          <subparagraph id="H8E05536BBA7A46C0B836AFA1F4C2C0EF">
            <enum>(B)</enum>
            <header>Maintenance of limitations on number of shared employees</header>
            <text>Pursuant to the authority of section 104(d) of the House of Representatives Administrative Reform Technical Corrections Act (2 U.S.C. 5321(d)), the Committee shall prescribe regulations to provide that an employee of the office of a Member of the House of Representatives who is covered by an agreement entered into under paragraph (1) between the Member and an eligible Congressional Member Organization shall be considered a shared employee of the Member’s office and the Organization for purposes of such section, and shall include in such regulations appropriate accounting standards to ensure that a Member of the House of Representatives who enters into an agreement with such an Organization under paragraph (1) does not employ more employees than the Member is authorized to employ under such section.</text>
          </subparagraph>
          <subparagraph id="H4479188F40F24178A9971FC301017BB6">
            <enum>(C)</enum>
            <header>Participation in student loan repayment program</header>
            <text display-inline="yes-display-inline">Pursuant to the authority of section 105(b) of the Legislative Branch Appropriations Act, 2003 (2 U.S.C. 4536(b)), relating to the student loan repayment program for employees of the House, the Committee shall promulgate regulations to provide that, in the case of an employee who is covered by an agreement entered into under paragraph (1) between a Member of the House of Representatives and an eligible Congressional Member Organization and who participates in such program while carrying out duties under the agreement—</text>
            <clause id="H5BB978C96E5848ECA3CC82A6B8929635">
              <enum>(i)</enum>
              <text>any funds made available for making payments under the program with respect to the employee shall be transferred to the Organization’s dedicated account under paragraph (1)(B); and</text>
            </clause>
            <clause id="H0F9EF25F17294C3AAB113D491E4BCB24">
              <enum>(ii)</enum>
              <text>the Organization shall use the funds to repay a student loan taken out by the employee, under the same terms and conditions which would apply under the program if the Organization were the employing office of the employee.</text>
            </clause>
          </subparagraph>
          <subparagraph id="HEE49A4BF85434CE5B2EB6610A7306695">
            <enum>(D)</enum>
            <header>Access to House services</header>
            <text display-inline="yes-display-inline">The Committee shall prescribe regulations to ensure that an eligible Congressional Member Organization has appropriate access to services of the House.</text>
          </subparagraph>
          <subparagraph id="HCB97EAA274014A1CAC147CC9D75EFD3C">
            <enum>(E)</enum>
            <header>Other regulations</header>
            <text>The Committee shall promulgate such other regulations as may be appropriate to carry out this subsection.</text>
          </subparagraph>
        </paragraph>
        <paragraph id="HD8B3D0C31E81411F851F487C33F6BE6E">
          <enum>(3)</enum>
          <header>Eligible congressional member organization defined</header>
          <text display-inline="yes-display-inline">In this subsection, the term <quote>eligible Congressional Member Organization</quote> means, with respect to the One Hundred Fifteenth Congress, an organization meeting each of the following requirements:</text>
          <subparagraph id="H838697F8C0DE470E9C5A436855972171">
            <enum>(A)</enum>
            <text>The organization is registered as a Congressional Member Organization with the Committee on House Administration.</text>
          </subparagraph>
          <subparagraph id="H0B90F87045894F3AAD645BE648A53D8E">
            <enum>(B)</enum>
            <text>The organization designates a single Member of the House of Representatives to be responsible for the administration of the organization, including the administration of the account administered under paragraph (1)(B), and includes the identification of such Member with the statement of organization that the organization files and maintains with the Committee on House Administration.</text>
          </subparagraph>
          <subparagraph id="H855E132CF932464B9DC703E090B63024">
            <enum>(C)</enum>
            <text>At least 3 employees of the House are assigned to work for the organization.</text>
          </subparagraph>
          <subparagraph id="HE92859D8C2024577B3CE64C5D1336DE6">
            <enum>(D)</enum>
            <text>During the One Hundred Fourteenth Congress, at least 30 Members of the House of Representatives used a portion of the Members’ Representational Allowance of the Member for the salary and related expenses of an employee who was a shared employee of the Member’s office and the organization.</text>
          </subparagraph>
          <subparagraph id="HAEDDB5E2F10341BC86CC8C595B59EF04">
            <enum>(E)</enum>
            <text>The organization files a statement with the Committee on House Administration and the Chief Administrative Officer of the House of Representatives certifying that it will administer an account in accordance with paragraph (1)(B).</text>
          </subparagraph>
        </paragraph>
      </subsection>
      <subsection id="H4C9D9BF7BCEE44E5AC2720B701300955">
        <enum>(o)</enum>
        <header>Social Security Solvency</header>
        <paragraph id="H1040E415B76E48328760F27940435166">
          <enum>(1)</enum>
          <header>Point of order</header>
          <text display-inline="yes-display-inline">During the One Hundred Fifteenth Congress, it shall not be in order to consider a bill or joint resolution, or an amendment thereto or conference report thereon, that reduces the actuarial balance by at least .01 percent of the present value of future taxable payroll of the Federal Old-Age and Survivors Insurance Trust Fund established under section 201(a) of the Social Security Act for the 75-year period utilized in the most recent annual report of the Board of Trustees provided pursuant to section 201(c)(2) of the Social Security Act.</text>
        </paragraph>
        <paragraph id="HA412B097810044A89D0508BB3959084C">
          <enum>(2)</enum>
          <header>Exception</header>
          <text display-inline="yes-display-inline">Paragraph (1) shall not apply to a measure that would improve the actuarial balance of the combined balance in the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund for the 75-year period utilized in the most recent annual report of the Board of Trustees provided pursuant to section 201(c)(2) of the Social Security Act.</text>
        </paragraph>
      </subsection>
      <subsection id="H805F1305C7284F798FB4A1E92E06222F">
        <enum>(p)</enum>
        <header>Subcommittees</header>
        <text display-inline="yes-display-inline">Notwithstanding clause 5(d) of rule X, during the One Hundred Fifteenth Congress the Committee on Agriculture may have not more than six subcommittees.</text>
      </subsection>
      <subsection id="HE4B1C81CA5004296BABFE187840718CB">
        <enum>(q)</enum>
        <header>Treatment of Conveyances of Federal Land</header>
        <paragraph id="HA7A27E8483A64CFEAAFFF074A8DE6B5B" display-inline="no-display-inline">
          <enum>(1)</enum>
          <header>In general</header>
          <text display-inline="yes-display-inline">In the One Hundred Fifteenth Congress, for all purposes in the House, a provision in a bill or joint resolution, or in an amendment thereto or a conference report thereon, requiring or authorizing a conveyance of Federal land to a State, local government, or tribal entity shall not be considered as providing new budget authority, decreasing revenues, increasing mandatory spending, or increasing outlays.</text>
        </paragraph>
        <paragraph id="HE3962448F68943DF9B92A37AEA2A6315">
          <enum>(2)</enum>
          <header>Definitions</header>
          <text>In this subsection:</text>
          <subparagraph id="HA7C44FAA913541A5A80F48542DF87A78">
            <enum>(A)</enum>
            <text display-inline="yes-display-inline">The term <quote>conveyance</quote> means any method, including sale, donation, or exchange, by which all or any portion of the right, title, and interest of the United States in and to Federal land is transferred to another entity. </text>
          </subparagraph>
          <subparagraph id="H97EC7882FF2A4269BC4554D0A7FC9568">
            <enum>(B)</enum>
            <text display-inline="yes-display-inline">The term <quote>Federal land</quote> means any land owned by the United States, including the surface estate, the subsurface estate, or any improvements thereon.</text>
          </subparagraph>
          <subparagraph id="H63356E00FBC04D8E88C359C9FF5F05B1">
            <enum>(C)</enum>
            <text display-inline="yes-display-inline">The term <quote>State</quote> means any of the several States, the District of Columbia, or a territory (including a possession) of the United States. </text>
          </subparagraph>
        </paragraph>
      </subsection>
    </section>
    <section id="H1E36BEAC2F3C411A989ADD27426C19DA">
      <enum>4.</enum>
      <header>Committees, Commissions, and House Offices</header>
      <subsection id="H3C17DEA69AA043B69C7421925348B50B">
        <enum>(a)</enum>
        <header>House Democracy Partnership</header>
        <text display-inline="yes-display-inline">House Resolution 24, One Hundred Tenth Congress, shall apply in the One Hundred Fifteenth Congress in the same manner as such resolution applied in the One Hundred Tenth Congress except that the commission concerned shall be known as the House Democracy Partnership.</text>
      </subsection>
      <subsection id="HA653E03D1C6A4A3183F8FB52AA34EEBE">
        <enum>(b)</enum>
        <header>Tom Lantos Human Rights Commission</header>
        <text display-inline="yes-display-inline">Sections 1 through 7 of House Resolution 1451, One Hundred Tenth Congress, shall apply in the One Hundred Fifteenth Congress in the same manner as such provisions applied in the One Hundred Tenth Congress, except that—</text>
        <paragraph id="H2EABD0406E2F4ED191E45EEF92E3CDF6">
          <enum>(1)</enum>
          <text display-inline="yes-display-inline">the Tom Lantos Human Rights Commission may, in addition to collaborating closely with other professional staff members of the Committee on Foreign Affairs, collaborate closely with professional staff members of other relevant committees; and</text>
        </paragraph>
        <paragraph id="HCECCAB89440A415D884B64886D9901FC">
          <enum>(2)</enum>
          <text display-inline="yes-display-inline">the resources of the Committee on Foreign Affairs which the Commission may use shall include all resources which the Committee is authorized to obtain from other offices of the House of Representatives.</text>
        </paragraph>
      </subsection>
      <subsection id="H19794A3D06E24DA9B607505BBDE0F588">
        <enum>(c)</enum>
        <header>Office of Congressional Ethics</header>
        <paragraph id="H6925F9D37C5C4C6789705D3740EB09DC">
          <enum>(1)</enum>
          <header>In general</header>
          <text display-inline="yes-display-inline">Section 1 of House Resolution 895, One Hundred Tenth Congress, shall apply in the One Hundred Fifteenth Congress in the same manner as such provision applied in the One Hundred Tenth Congress, except as follows:</text>
          <subparagraph id="HB45E22BEA2A244BEB313C12F75A3A66C">
            <enum>(A)</enum>
            <text>The Office of Congressional Ethics (hereafter referred to as the <quote>Office</quote>) shall be designated the <quote>Office of Congressional Complaint Review</quote>, and each reference to the Office of Congressional Ethics in such Resolution shall be deemed to be a reference to the Office of Congressional Complaint Review.</text>
          </subparagraph>
          <subparagraph id="HBE6AF2D9291240B09C367DD5DF6C88E0">
            <enum>(B)</enum>
            <text>The Office shall be subject to oversight by the Committee on Ethics.</text>
          </subparagraph>
          <subparagraph id="H5673875ACBCB4077AAEC95F60D9E4FC4">
            <enum>(C)</enum>
            <text display-inline="yes-display-inline">The Office shall be treated as a standing committee of the House for purposes of section 202(i) of the Legislative Reorganization Act of 1946 (2 U.S.C. 4301(i)).</text>
          </subparagraph>
          <subparagraph id="HE8AEDD4CAD864BB3A99A52500EA0C4B0">
            <enum>(D)</enum>
            <text display-inline="yes-display-inline">References to the Committee on Standards of Official Conduct shall be construed as references to the Committee on Ethics.</text>
          </subparagraph>
          <subparagraph id="H9F782250F082428C86D104D0BE2B45AB">
            <enum>(E)</enum>
            <text display-inline="yes-display-inline">Any requirement for concurrence in paragraph (1) of section 1(b) shall be construed as a requirement for consultation. </text>
          </subparagraph>
          <subparagraph id="H64C5EBF106DC42679B468F5BD5E80F6A">
            <enum>(F)</enum>
            <text display-inline="yes-display-inline">The second sentence of subparagraph (A) of section 1(b)(6) shall not apply.</text>
          </subparagraph>
          <subparagraph id="HE9638A8921D140899AB8D136A09F6079">
            <enum>(G)</enum>
            <text display-inline="yes-display-inline">Members subject to subparagraph (B) of section 1(b)(6) may be reappointed for a third additional term.</text>
          </subparagraph>
          <subparagraph id="H01375DF5403A46FDB1C2B4A1C8116AA5">
            <enum>(H)</enum>
            <text>The board of the Office may not take any steps to undertake a preliminary review under section subparagraph (A) of section 1(c)(1) with respect to an alleged violation, including requesting information or other materials or interviewing witnesses (other than reviewing publicly available information), until the board has received a joint written request described in such section with respect to the alleged violation.</text>
          </subparagraph>
          <subparagraph id="H4624C773EED04CCC8C31E7FD6D6ED5BC">
            <enum>(I)</enum>
            <text>Subparagraph (B) of section 1(c)(1) shall apply as if the reference to <quote>30 calendar days</quote> were a reference to <quote>60 calendar days</quote>.</text>
          </subparagraph>
          <subparagraph id="HC566F0AE24304BA3AC750E0C5F566860">
            <enum>(J)</enum>
            <text>Subparagraph (C) of section 1(c)(1) shall apply as if the last sentence read as follows: <quote>If the board votes to terminate the preliminary review, it shall send a termination report to the Committee on Ethics and to the individual who was the subject of the review.</quote>.</text>
          </subparagraph>
          <subparagraph id="H61E334F0BB834454B81D819F78D872FA">
            <enum>(K)</enum>
            <text>Clause (i) of section 1(c)(2)(A) shall apply as if the reference to <quote>45 calendar days</quote> were a reference to <quote>60 calendar days</quote>, and clause (ii) of section 1(c)(2)(A) shall not apply.</text>
          </subparagraph>
          <subparagraph id="HF31E792D8F77414DB08CB4A6E3E4940B">
            <enum>(L)</enum>
            <text display-inline="yes-display-inline">If the board of the Office votes to make a recommendation under subparagraph (B) of section 1(c)(2) that a matter which is the subject of a second-phase review requires further review by the Committee on Ethics, the board shall transmit its recommendation to the Committee under such subparagraph not later than 7 calendar days after the vote.</text>
          </subparagraph>
          <subparagraph id="HCE02F783C0F242E4AA4D93C8E7C9E964">
            <enum>(M)</enum>
            <text>Subclause (III) of section 1(c)(2)(C)(i) shall apply as if the reference to <quote>any supporting documentation</quote> were a reference to <quote>all materials related to any matter referred to the Committee on Ethics by the Board in carrying out the second-phase review, including, but not limited to, requests for information, transcripts, documentation and other materials, and any other relevant material</quote>.</text>
          </subparagraph>
          <subparagraph id="H6190C1AEC93C4AB19C34ACC430B44D7B">
            <enum>(N)</enum>
            <text display-inline="yes-display-inline">Pursuant to its authority under section 1(c)(2)(F), the board of the Office shall adopt a rule that prohibits the board from accepting or considering any anonymous allegation.</text>
          </subparagraph>
          <subparagraph id="HC7F212E53AEF4D6AB7B457236787492E">
            <enum>(O)</enum>
            <text>Paragraph (1) of section 1(d) shall apply as if the first sentence read as follows: <quote>Notwithstanding any other provision of this section, upon receipt of a written request from the Committee on Standards of Official Conduct that the board cease its review of any matter and refer such matter to the Committee, the board shall refer such matter immediately to the Committee and cease its preliminary or second-phase review, as applicable, of that matter, and so notify any individual who is the subject of the review.</quote>.</text>
          </subparagraph>
          <subparagraph id="HFDDAB0751C5F4650BCFFFA11F371AAB8">
            <enum>(P)</enum>
            <text>Paragraph (2) of section 1(d) shall apply as if the reference to <quote>the board shall immediately begin or continue, as the case may be, a second-phase review of the matter</quote> were a reference to <quote>the board shall immediately cease any investigation of the matter, and shall notify the individual who is the subject of the review accordingly</quote>.</text>
          </subparagraph>
          <subparagraph id="H801A0B3D01D4403F8B7AF0DDCF3216A9">
            <enum>(Q)</enum>
            <text>In addition to the limitations on review described in section 1(e), the board of the Office may not undertake a review of any alleged violation that occurred before the One Hundred Twelfth Congress.</text>
          </subparagraph>
          <subparagraph id="HF3302F50A1684FE2AD400CE98ED20217">
            <enum>(R)</enum>
            <text display-inline="yes-display-inline">Nothing in section 1(f) may be construed to authorize the board of the Office to make any public statement, or release any information or other material to the public or any other entity, unless such statement or information has already been released by the Committee on Ethics or the release of such statement or information has been authorized by the Committee on Ethics.</text>
          </subparagraph>
          <subparagraph id="H240176A8B41345F78AB197157BB932FF">
            <enum>(S)</enum>
            <text display-inline="yes-display-inline">The board of the Office is not authorized to employ any person for a position involving communications with the public, including a communications director or press spokesperson.</text>
          </subparagraph>
          <subparagraph id="HD60A99885C114A58909CB4BA840849FA">
            <enum>(T)</enum>
            <text display-inline="yes-display-inline">If at any time the board of the Office discovers information indicating that a matter which is the subject of a review by the board may involve a violation of a criminal law, the Board will immediately refer the matter to the Committee on Ethics for further review or (if determined appropriate by the Committee on Ethics) referral to an appropriate law enforcement agency. Nothing in the previous sentence may be construed to authorize the Board to refer any matter directly to any law enforcement agency. </text>
          </subparagraph>
          <subparagraph id="H8C6986D0F23F46358D419A28E76104D4">
            <enum>(U)</enum>
            <text display-inline="yes-display-inline">The board of the Office shall include in its rules provisions to protect the due process rights of individuals who are the subject of a preliminary review or second-phase review by the board, and of witnesses, including informing such individuals and witnesses of the right to be represented by counsel and ensuring that the invocation of that right will not be held negatively against them.</text>
          </subparagraph>
          <subparagraph id="HA655B82DD65A4B63808AA5B52A00F583">
            <enum>(V)</enum>
            <text display-inline="yes-display-inline">The Office may not take any action that would deny any person any right or protection provided under the Constitution of the United States.</text>
          </subparagraph>
        </paragraph>
        <paragraph id="H5C9D6BC7331949C087652295AC80FE9D">
          <enum>(2)</enum>
          <header>Conforming references in Rules</header>
          <text>During the One Hundred Fifteenth Congress, any reference in the Rules of the House of Representatives to the Office of Congressional Ethics shall be deemed to be a reference to the Office of Congressional Complaint Review.</text>
