      <enum>1.</enum>
      <header>Short title</header>
      <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>American Security Against Foreign Enemies Act of 2015</short-title></quote> or as the <quote>American SAFE Act of 2015</quote>.</text>
    </section>

      <enum>2.</enum>
      <header>Review of refugees to identify security threats to the United States</header>
      <subsection id="H1E4B5871E4194AAA8464A75181A19DEA">
        <enum>(a)</enum>
        <header>Background investigation</header>
        <text display-inline="yes-display-inline">In addition to the screening conducted by the Secretary of Homeland Security, the Director of the Federal Bureau of Investigation shall take all actions necessary to ensure that each covered alien receives a thorough background investigation prior to admission as a refugee. A covered alien may not be admitted as a refugee until the Director of the Federal Bureau of Investigation certifies to the Secretary of Homeland Security and the Director of National Intelligence that each covered alien has received a background investigation that is sufficient to determine whether the covered alien is a threat to the security of the United States. </text>
      </subsection>
      <subsection id="HED47785953FE4980AAE92EB2E1BCCC53">
        <enum>(b)</enum>
        <header>Certification by unanimous concurrence</header>
        <text>A covered alien may only be admitted to the United States after the Secretary of Homeland Security, with the unanimous concurrence of the Director of the Federal Bureau of Investigation and the Director of National Intelligence, certifies to the appropriate Congressional committees that the covered alien is not a threat to the security of the United States.</text>
      </subsection>
      <subsection id="H3C0E23B9DE0B4B5D8345A4D1B732E92A">
        <enum>(c)</enum>
        <header>Inspector general review of certifications</header>
        <text display-inline="yes-display-inline">The Inspector General of the Department of Homeland Security shall conduct a risk-based review of all certifications made under subsection (b) each year and shall provide an annual report detailing the findings to the appropriate Congressional committees.</text>
      </subsection>
      <subsection id="HA0F088A4F04E4A17BDFD72A159A7A353">
        <enum>(d)</enum>
        <header>Monthly report</header>
        <text display-inline="yes-display-inline">The Secretary of Homeland Security shall submit to the appropriate Congressional Committees a monthly report on the total number of applications for admission with regard to which a certification under subsection (b) was made and the number of covered aliens with regard to whom such a certification was not made for the month preceding the date of the report. The report shall include, for each covered alien with regard to whom a certification was not made, the concurrence or nonconcurrence of each person whose concurrence was required by subsection (b).</text>
      </subsection>
      <subsection id="H375909E74C334914BC9774F34420A09F">
        <enum>(e)</enum>
        <header>Definitions</header>
        <text>In this Act:</text>
        <paragraph id="HBAC97BFAAE494AC79E26AF2EDEAE7BAB">
          <enum>(1)</enum>
          <header>Covered alien</header>
          <text display-inline="yes-display-inline">The term <quote>covered alien</quote> means any alien applying for admission to the United States as a refugee who—</text>
          <subparagraph id="H3E0BE3A4443A490AA4D03E9D6E971C28">
            <enum>(A)</enum>
            <text>is a national or resident of Iraq or Syria;</text>
          </subparagraph>
          <subparagraph id="HF10E8FFC141045A58DF704CE0C26E2A6">
            <enum>(B)</enum>
            <text>has no nationality and whose last habitual residence was in Iraq or Syria; or</text>
          </subparagraph>
          <subparagraph id="H739FF7DFD78A4211B0A0E5EFFAE5E20B">
            <enum>(C)</enum>
            <text>has been present in Iraq or Syria at any time on or after March 1, 2011.</text>
          </subparagraph>
        </paragraph>

          <enum>(2)</enum>
          <header>Appropriate Congressional committee</header>
          <text display-inline="yes-display-inline">The term <quote>appropriate Congressional Committees</quote> means—</text>

            <enum>(A)</enum>
            <text display-inline="yes-display-inline">the Committee on Armed Services of the Senate;</text>
          </subparagraph>
          <subparagraph id="H94D0F10B7FBE4B459390B9195550386A">
            <enum>(B)</enum>
            <text display-inline="yes-display-inline">the Select Committee on Intelligence of the Senate;</text>
          </subparagraph>
          <subparagraph id="HD42F5AF2A73A4700AA555D1DB05ABA96">
            <enum>(C)</enum>
            <text display-inline="yes-display-inline">the Committee on the Judiciary of the Senate;</text>
          </subparagraph>
          <subparagraph id="H0EDE9A0775C84658811D4BA74A1DD5FE">
            <enum>(D)</enum>
            <text display-inline="yes-display-inline">the Committee on Homeland Security and Governmental Affairs of the Senate;</text>
          </subparagraph>

            <text display-inline="yes-display-inline">the Committee on Foreign Relations of the Senate;</text>
          </subparagraph>

            <text display-inline="yes-display-inline">the Permanent Select Committee on Intelligence of the House of Representatives;</text>
          </subparagraph>

            <enum>(I)</enum>
            <text display-inline="yes-display-inline">the Committee on the Judiciary of the House of Representatives;</text>
          </subparagraph>
