              <text display-inline="no-display-inline">Funds are hereby authorized to be appropriated for fiscal years 2014 and 2015 for the conduct of the intelligence and intelligence-related activities of the following elements of the United States Government:</text>

                  <text>The amounts authorized to be appropriated under section 101 and, subject to section 103, the authorized personnel ceilings as of September 30, 2014, for the conduct of the intelligence activities of the elements listed in paragraphs (1) through (16) of section 101, are those specified in the classified Schedule of Authorizations for fiscal year 2014 prepared to accompany the bill H.R. 4681 of the One Hundred Thirteenth Congress.</text>

              </subsection>
              <subsection commented="no" display-inline="no-display-inline" id="HF2C1584F77074C54AD66CB6252CA3EAD">
                <enum>(b)</enum>
                <header>Availability of classified Schedule of Authorizations</header>
                <paragraph id="H35E04B7754434D60A6F1ED1A066BBB57">
                  <enum>(1)</enum>
                  <header>Availability</header>
                  <text>The classified Schedules of Authorizations referred to in subsection (a) shall be made available to the Committee on Appropriations of the Senate, the Committee on Appropriations of the House of Representatives, and to the President.</text>
                </paragraph>
                <paragraph id="HBAED1A10BBE647519FACE575BAB463EC">
                  <enum>(2)</enum>
                  <header>Distribution by the President</header>
                  <text>Subject to paragraph (3), the President shall provide for suitable distribution of the classified Schedules of Authorizations, or of appropriate portions of the Schedules, within the executive branch.</text>
                </paragraph>

                  <enum>(3)</enum>
                  <header>Limits on disclosure</header>
                  <text>The President shall not publicly disclose the classified Schedules of Authorizations or any portion of such Schedules except—</text>
                  <subparagraph id="H4C2F454555D54209B1727DCE1813CBC3">
                    <enum>(A)</enum>
                    <text>as provided in section 601(a) of the Implementing Recommendations of the 9/11 Commission Act of 2007 (50 U.S.C. 3306(a));</text>
                  </subparagraph>
                  <subparagraph id="H8A082233A9FF47DD9C2E2CEF36B509D7">
                    <enum>(B)</enum>
                    <text>to the extent necessary to implement the budget; or</text>
                  </subparagraph>
                  <subparagraph id="H7BB9AB50311F4750AEE757883E8A753E">
                    <enum>(C)</enum>
                    <text>as otherwise required by law.</text>
                  </subparagraph>
                </paragraph>
              </subsection>
            </section>
            <section id="H26BC5B1BC6194E7BB811D44E0798BC61">
              <enum>103.</enum>
              <header>Personnel ceiling adjustments</header>
              <subsection id="H5837F97E2AC1453A9942D67D55006035">
                <enum>(a)</enum>
                <header>Authority for increases</header>
                <text display-inline="yes-display-inline">The Director of National Intelligence may authorize employment of civilian personnel in excess of the number authorized for fiscal year 2014 or 2015 by the classified Schedules of Authorizations referred to in section 102(a) if the Director of National Intelligence determines that such action is necessary to the performance of important intelligence functions, except that the number of personnel employed in excess of the number authorized under such section may not, for any element of the intelligence community, exceed 3 percent of the number of civilian personnel authorized under the Schedule for such element during the fiscal year covered by such Schedule.</text>
              </subsection>
              <subsection id="H51ED619596604A509A7E95FA5D1BB90F">
                <enum>(b)</enum>
                <header>Treatment of certain personnel</header>
                <text display-inline="yes-display-inline">The Director of National Intelligence shall establish guidelines that govern, for each element of the intelligence community, the treatment under the personnel levels authorized under section 102(a), including any exemption from such personnel levels, of employment or assignment in—</text>
                <paragraph id="HD7CDD4AEC6B94E95824D917A537AEB10">
                  <enum>(1)</enum>
                  <text display-inline="yes-display-inline">a student program, trainee program, or similar program;</text>
                </paragraph>
                <paragraph id="H2CC9417138E74CFC8F7C2D42C816D6C2">
                  <enum>(2)</enum>
                  <text>a reserve corps or as a reemployed annuitant; or</text>
                </paragraph>
                <paragraph id="H96D2BDA57F1B4CFAB7629AF869E23D4E">
                  <enum>(3)</enum>
                  <text>details, joint duty, or long term, full-time training.</text>
                </paragraph>
              </subsection>
              <subsection commented="no" display-inline="no-display-inline" id="H546F43B9FA0B415991CCF330972F065F">
                <enum>(c)</enum>
                <header>Notice to congressional intelligence committees</header>
                <text>The Director of National Intelligence shall notify the congressional intelligence committees in writing at least 15 days prior to each exercise of an authority described in subsection (a).</text>
              </subsection>
            </section>

              <enum>104.</enum>
              <header>Intelligence Community Management Account</header>

                <enum>(a)</enum>
                <header>Authorization of appropriations</header>

                  <enum>(1)</enum>
                  <header>Fiscal year <enum-in-header>2014</enum-in-header></header>
                  <text>There is authorized to be appropriated for the Intelligence Community Management Account of the Director of National Intelligence for fiscal year 2014 the sum of $528,229,000. Within such amount, funds identified in the classified Schedule of Authorizations referred to in section 102(a) for advanced research and development shall remain available until September 30, 2015.</text>
                </paragraph>
                <paragraph id="H635C6726BC2C4AF6A55AAC46B7345831">
                  <enum>(2)</enum>
                  <header>Fiscal year <enum-in-header>2015</enum-in-header></header>
                  <text>There is authorized to be appropriated for the Intelligence Community Management Account of the Director of National Intelligence for fiscal year 2015 the sum of $505,476,000. Within such amount, funds identified in the classified Schedule of Authorizations referred to in section 102(a) for advanced research and development shall remain available until September 30, 2016.</text>
                </paragraph>
              </subsection>
              <subsection id="H473F3164E8804FA4ADC6A06C73454FC3">
                <enum>(b)</enum>
                <header>Authorized personnel levels</header>
                <text display-inline="yes-display-inline">The elements within the Intelligence Community Management Account of the Director of National Intelligence are authorized 855 positions as of September 30, 2014, and 777 positions as of September 30, 2015. Personnel serving in such elements may be permanent employees of the Office of the Director of National Intelligence or personnel detailed from other elements of the United States Government.</text>
              </subsection>

                <enum>(c)</enum>
                <header>Classified authorizations</header>

                  <header>Authorization of appropriations</header>

                    <enum>(A)</enum>
                    <header>Fiscal year <enum-in-header>2014</enum-in-header></header>
                    <text>In addition to amounts authorized to be appropriated for the Intelligence Community Management Account by subsection (a), there are authorized to be appropriated for the Community Management Account for fiscal year 2014 such additional amounts as are specified in the classified Schedule of Authorizations referred to in section 102(a). Such additional amounts for advanced research and development shall remain available until September 30, 2015.</text>
                  </subparagraph>
                  <subparagraph id="H26AB5818D96D48AABC43587509154022">
                    <enum>(B)</enum>

                          <text>A description of the investment and allocation of resources for such intelligence function, including an analysis of the allocation of resources within the context of the National Intelligence Strategy, priorities for recipients of resources, and areas of risk.</text>

                        <header>Requirement for unqualified opinion</header>
                        <text>Beginning as early as practicable, but in no event later than the audit required under subsection (a) for fiscal year 2016, the head of each covered entity shall take all reasonable steps necessary to ensure that each audit required under subsection (a) contains an unqualified opinion on the financial statements of such covered entity for the fiscal year covered by such audit.</text>

                  <text>Every 90 days until the date that is 18 months after the date of the enactment of this Act, the Director of National Intelligence shall submit to Congress a progress report providing any material updates to the report required under subsection (a).</text>
                </subsection>

                <enum>324.</enum>
                <header>Reports to the intelligence community on penetrations of networks and information systems of certain contractors</header>
                <subsection id="HE84E0756BEB34579A22AFD4EEC990CEF">
                  <enum>(a)</enum>
                  <header>Procedures for reporting penetrations</header>
                  <text>The Director of National Intelligence shall establish procedures that require each cleared intelligence contractor to report to an element of the intelligence community designated by the Director for purposes of such procedures when a network or information system of such contractor that meets the criteria established pursuant to subsection (b) is successfully penetrated.</text>
                </subsection>
                <subsection id="H11E8F30EEF5F41C1B55BBD1A5ED92C82">
                  <enum>(b)</enum>
                  <header>Networks and information systems subject to reporting</header>
                  <text>The Director of National Intelligence shall, in consultation with appropriate officials, establish criteria for covered networks to be subject to the procedures for reporting system penetrations under subsection (a).</text>
                </subsection>
                <subsection id="H0F69B3C5C24945069BD4176E73ECC0E4">
                  <enum>(c)</enum>
                  <header>Procedure requirements</header>
                  <paragraph id="HBE6096AEE8DA424B8ADF6ED4F8E82C68">
                    <enum>(1)</enum>
                    <header>Rapid reporting</header>
                    <text>The procedures established pursuant to subsection (a) shall require each cleared intelligence contractor to rapidly report to an element of the intelligence community designated pursuant to subsection (a) of each successful penetration of the network or information systems of such contractor that meet the criteria established pursuant to subsection (b). Each such report shall include the following:</text>
                    <subparagraph id="H3FB0C059F8AB480E8F35C03DBE8E4A8C">
                      <enum>(A)</enum>
                      <text>A description of the technique or method used in such penetration.</text>
                    </subparagraph>
                    <subparagraph id="HFC7A2789D73B483880CADFB575625543">
                      <enum>(B)</enum>
                      <text>A sample of the malicious software, if discovered and isolated by the contractor, involved in such penetration.</text>
                    </subparagraph>
                    <subparagraph id="H39C2D96F02DC49708FF323CD1E57A984">
                      <enum>(C)</enum>
                      <text>A summary of information created by or for such element in connection with any program of such element that has been potentially compromised due to such penetration.</text>
                    </subparagraph>
                  </paragraph>
                  <paragraph id="H4C87929F16344E37A580F7A732A3A357">
                    <enum>(2)</enum>
                    <header>Access to equipment and information by intelligence community personnel</header>
                    <text display-inline="yes-display-inline">The procedures established pursuant to subsection (a) shall—</text>
                    <subparagraph id="HE1FD6D8A3C8247D8A4377128940B3D9A">
                      <enum>(A)</enum>
                      <text display-inline="yes-display-inline">include mechanisms for intelligence community personnel to, upon request, obtain access to equipment or information of a cleared intelligence contractor necessary to conduct forensic analysis in addition to any analysis conducted by such contractor;</text>
                    </subparagraph>
                    <subparagraph id="H0E1549EEEDB84E5E8C034865D7831FAF">
                      <enum>(B)</enum>
                      <text display-inline="yes-display-inline">provide that a cleared intelligence contractor is only required to provide access to equipment or information as described in subparagraph (A) to determine whether information created by or for an element of the intelligence community in connection with any intelligence community program was successfully exfiltrated from a network or information system of such contractor and, if so, what information was exfiltrated; and</text>
                    </subparagraph>
                    <subparagraph commented="no" id="HCCDC581E2E7E490EB3E93DED1F66AAE9">
                      <enum>(C)</enum>
                      <text>provide for the reasonable protection of trade secrets, commercial or financial information, and information that can be used to identify a specific person (other than the name of the suspected perpetrator of the penetration).</text>
                    </subparagraph>
                  </paragraph>
                  <paragraph id="HB9F52F7D10CF4F2A9D70E30FFDDC0928">
                    <enum>(3)</enum>
                    <header>Limitation on dissemination of certain information</header>
                    <text>The procedures established pursuant to subsection (a) shall prohibit the dissemination outside the intelligence community of information obtained or derived through such procedures that is not created by or for the intelligence community except—</text>
                    <subparagraph id="HAEAF772521BF4FEEA859BBA9A1395D4A">
                      <enum>(A)</enum>
                      <text>with the approval of the contractor providing such information;</text>
                    </subparagraph>
                    <subparagraph id="HD1C34E263F214D5D949AE572B9CFD7B1">
                      <enum>(B)</enum>
                      <text>to the congressional intelligence committees or the Subcommittees on Defense of the Committees on Appropriations of the House of Representatives and the Senate for such committees and such Subcommittees to perform oversight; or</text>
                    </subparagraph>
                    <subparagraph id="HD245186AF4D941C2B0915A9A8477A932">
                      <enum>(C)</enum>
                      <text>to law enforcement agencies to investigate a penetration reported under this section.</text>
                    </subparagraph>
                  </paragraph>
                </subsection>
                <subsection id="H4F05807F6F6F423EB9D576937C93DD99">
                  <enum>(d)</enum>
                  <header>Issuance of procedures and establishment of criteria</header>
                  <paragraph id="H9CC4645061364FDB809209C598A18222">
                    <enum>(1)</enum>
                    <header>In general</header>
                    <text>Not later than 90 days after the date of the enactment of this Act, the Director of National Intelligence shall establish the procedures required under subsection (a) and the criteria required under subsection (b).</text>
                  </paragraph>
                  <paragraph id="HC313454FE7934C3499F6B6FD050C4B1C">
                    <enum>(2)</enum>
                    <header>Applicability date</header>
                    <text>The requirements of this section shall apply on the date on which the Director of National Intelligence establishes the procedures required under this section.</text>
                  </paragraph>
                </subsection>
                <subsection id="HEA0B571FDF73407EB70AAE2924770095">
                  <enum>(e)</enum>
                  <header>Coordination with the Secretary of Defense To prevent duplicate reporting</header>
                  <text>Not later than 180 days after the date of the enactment of this Act, the Director of National Intelligence and the Secretary of Defense shall establish procedures to permit a contractor that is a cleared intelligence contractor and a cleared defense contractor under section 941 of the National Defense Authorization Act for Fiscal Year 2013 (Public Law 112–239; 10 U.S.C. 2224 note) to submit a single report that satisfies the requirements of this section and such section 941 for an incident of penetration of network or information system.</text>
                </subsection>
                <subsection id="H8424361CC83B47FB97942D47CC576EC1">
                  <enum>(f)</enum>
                  <header>Definitions</header>
                  <text>In this section:</text>
                  <paragraph id="HE775A5AE7D3842B1901256D0F571F2F4">
                    <enum>(1)</enum>
                    <header>Cleared intelligence contractor</header>
                    <text>The term <term>cleared intelligence contractor</term> means a private entity granted clearance by the Director of National Intelligence or the head of an element of the intelligence community to access, receive, or store classified information for the purpose of bidding for a contract or conducting activities in support of any program of an element of the intelligence community.</text>
                  </paragraph>
                  <paragraph commented="no" display-inline="no-display-inline" id="H372E0943C889478997FB74554FEED33A">
                    <enum>(2)</enum>
                    <header>Covered network</header>
                    <text display-inline="yes-display-inline">The term <quote>covered network</quote> means a network or information system of a cleared intelligence contractor that contains or processes information created by or for an element of the intelligence community with respect to which such contractor is required to apply enhanced protection.</text>
                  </paragraph>
                </subsection>
                <subsection id="H68288CC4B65B4641B9ED17041397509E">
                  <enum>(g)</enum>
                  <header>Savings clauses</header>
                  <text display-inline="yes-display-inline">Nothing in this section shall be construed to alter or limit any otherwise authorized access by government personnel to networks or information systems owned or operated by a contractor that processes or stores government data.</text>
                </subsection>

                <enum>325.</enum>
                <header>Report on electronic waste</header>
                <subsection id="H835D15E02EA74F67831F6D17ED263909">
                  <enum>(a)</enum>
                  <header>Report</header>
                  <text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this Act, the Director of National Intelligence shall submit to the congressional intelligence committees a report on the extent to which the intelligence community has implemented the recommendations of the Inspector General of the Intelligence Community contained in the report entitled <quote>Study of Intelligence Community Electronic Waste Disposal Practices</quote> issued in May 2013. Such report shall include an assessment of the extent to which the policies, standards, and guidelines of the intelligence community governing the proper disposal of electronic waste are applicable to covered commercial electronic waste that may contain classified information.</text>
                </subsection>
                <subsection id="H82D8D6DCE71D469BB95BBEA7A6B34579">
                  <enum>(b)</enum>
                  <header>Form</header>
                  <text>The report required under subsection (a) shall be submitted in unclassified form, but may include a classified annex.</text>
                </subsection>

                  <header>Definitions</header>
                  <text display-inline="yes-display-inline">In this section:</text>

                    <text>The term <quote>covered commercial electronic waste</quote> means electronic waste of a commercial entity that contracts with an element of the intelligence community.</text>
                  </paragraph>

                    <enum>(2)</enum>
                    <header>Electronic waste</header>
                    <text display-inline="yes-display-inline">The term <quote>electronic waste</quote> includes any obsolete, broken, or irreparable electronic device, including a television, copier, facsimile machine, tablet, telephone, computer, computer monitor, laptop, printer, scanner, and associated electrical wiring.</text>
                  </paragraph>
                </subsection>
              </section>

                <enum>326.</enum>
                <header>Promoting STEM education to meet the future workforce needs of the intelligence community</header>
                <subsection id="H3A87C75AB8BF4468BBCF1B684168460E">
                  <enum>(a)</enum>
                  <header>Report</header>
                  <text>Not later than 180 days after the date of the enactment of this Act, the Director of National Intelligence shall submit to the Secretary of Education and the congressional intelligence committees a report describing the anticipated hiring needs of the intelligence community in the fields of science, technology, engineering, and mathematics, including cybersecurity and computer literacy. The report shall—</text>
                  <paragraph id="H8D7C7B5CEDAC4C0CBF1072460B15E644">
                    <enum>(1)</enum>
                    <text>describe the extent to which competitions, challenges, or internships at elements of the intelligence community that do not involve access to classified information may be utilized to promote education in the fields of science, technology, engineering, and mathematics, including cybersecurity and computer literacy, within high schools or institutions of higher education in the United States;</text>
                  </paragraph>
                  <paragraph id="H31CB0AA05D7B46109A16AF638BA92021">
                    <enum>(2)</enum>
                    <text>include cost estimates for carrying out such competitions, challenges, or internships; and</text>
                  </paragraph>
                  <paragraph id="HF650EE471E6D4739B4CA17482E69047F">
                    <enum>(3)</enum>
                    <text>include strategies for conducting expedited security clearance investigations and adjudications for students at institutions of higher education for purposes of offering internships at elements of the intelligence community.</text>
                  </paragraph>
                </subsection>
                <subsection id="H7D8CE517AC5844A2B9EF9BC969261B5C">
                  <enum>(b)</enum>
                  <header>Consideration of existing programs</header>
                  <text>In developing the report under subsection (a), the Director shall take into consideration existing programs of the intelligence community, including the education programs of the National Security Agency and the Information Assurance Scholarship Program of the Department of Defense, as appropriate.</text>
                </subsection>

                  <enum>(c)</enum>
                  <header>Definitions</header>
                  <text>In this section:</text>

                    <text>The term <term>high school</term> mean a school that awards a secondary school diploma.</text>
                  </paragraph>

                    <text>The term <term>institution of higher education</term> has the meaning given the term in section 101(a) of the Higher Education Act of 1965 (20 U.S.C. 1001(a)).</text>

                  <header>Assessment</header>
                  <text display-inline="yes-display-inline">The Under Secretary of Homeland Security for Intelligence and Analysis shall conduct an intelligence assessment of the security of domestic oil refineries and related rail transportation infrastructure. </text>
                </subsection>

                  <enum>(b)</enum>
                  <header>Submission</header>
                  <text>Not later than 180 days after the date of the enactment of this Act, the Under Secretary of Homeland Security for Intelligence and Analysis shall submit to the congressional intelligence committees—</text>

                <text>An individual serving as Inspector General of the National Security Agency on the date of the enactment of this Act pursuant to an appointment made under section 8G of the Inspector General Act of 1978 (5 U.S.C. App.)—</text>

                  <enum>(1)</enum>
                  <text>may continue so serving until the President makes an appointment under section 3(a) of such Act with respect to the National Security Agency consistent with the amendments made by subsection (a); and</text>

              <enum>502.</enum>
              <header>Requirements for intelligence community contractors</header>
              <subsection commented="no" id="HD24DB9266DB647F3A63CE631451DB34C">
                <enum>(a)</enum>
                <header>Requirements</header>
                <text display-inline="yes-display-inline">Section 102A of the National Security Act of 1947 (50 U.S.C. 3024) is amended by adding at the end the following new subsection:</text>

                  <subsection commented="no" id="H640DFB54A0654085AA5BCB8EADFAB086">
                    <enum>(x)</enum>
                    <header>Requirements for intelligence community contractors</header>
                    <text display-inline="yes-display-inline">The Director of National Intelligence, in consultation with the head of each department of the Federal Government that contains an element of the intelligence community and the Director of the Central Intelligence Agency, shall—</text>
                    <paragraph commented="no" id="H07D3DBA2186D4CE8BFDAEA2F3D2C9DAC">
                      <enum>(1)</enum>
                      <text>ensure that—</text>
                      <subparagraph commented="no" id="H60AB114367BD4E7E88F0960AE8FB9B23">
                        <enum>(A)</enum>
                        <text>any contractor to an element of the intelligence community with access to a classified network or classified information develops and operates a security plan that is consistent with standards established by the Director of National Intelligence for intelligence community networks; and</text>
                      </subparagraph>
                      <subparagraph commented="no" id="H06E454ED420E4A8C9280BE03B77AF1BC">
                        <enum>(B)</enum>
                        <text>each contract awarded by an element of the intelligence community includes provisions requiring the contractor comply with such plan and such standards;</text>
                      </subparagraph>
                    </paragraph>
                    <paragraph commented="no" id="HDD3783C27C3D4BAFA9B9B269ACF7535C">
                      <enum>(2)</enum>
                      <text>conduct periodic assessments of each security plan required under paragraph (1)(A) to ensure such security plan complies with the requirements of such paragraph; and</text>
                    </paragraph>
                    <paragraph commented="no" id="H6632EEB2B47B409EBF2C20A93064C615">
                      <enum>(3)</enum>
                      <text>ensure that the insider threat detection capabilities and insider threat policies of the intelligence community apply to facilities of contractors with access to a classified network.</text>

                  </subsection>

                <enum>(b)</enum>
                <header>Applicability</header>
                <text>The amendment made by subsection (a) shall apply with respect to contracts entered into or renewed after the date of the enactment of this Act.</text>
              </subsection>
            </section>
            <section id="HFD931592DA8D4BF7AA9407A5D23E3A72">
              <enum>503.</enum>
              <header>Technology improvements to security clearance processing</header>
              <subsection commented="no" id="H851D7964282F4627980474DD64638CA3">
                <enum>(a)</enum>
                <header>In general</header>
                <text>The Director of National Intelligence, in consultation with the Secretary of Defense and the Director of the Office of Personnel Management, shall conduct an analysis of the relative costs and benefits of potential improvements to the process for investigating persons who are proposed for access to classified information and adjudicating whether such persons satisfy the criteria for obtaining and retaining access to such information.</text>
              </subsection>
              <subsection commented="no" id="H56BF69024AD446D49C7FBFE368B88F57">
                <enum>(b)</enum>
                <header>Contents of analysis</header>
                <text>In conducting the analysis required by subsection (a), the Director of National Intelligence shall evaluate the costs and benefits associated with—</text>
                <paragraph commented="no" id="H9C420F79087C422CA5BFF9D813744D20">
                  <enum>(1)</enum>
                  <text>the elimination of manual processes in security clearance investigations and adjudications, if possible, and automating and integrating the elements of the investigation process, including—</text>
                  <subparagraph commented="no" id="H3191ED2CF7324920A37ED33D3D88E8F2">
                    <enum>(A)</enum>
                    <text>the clearance application process;</text>
                  </subparagraph>
                  <subparagraph commented="no" id="H223E990659354D31A59E766247C6D267">
                    <enum>(B)</enum>
                    <text>case management;</text>
                  </subparagraph>
                  <subparagraph commented="no" id="H1EAE68752A224BAF8516DD1F0C96937C">
                    <enum>(C)</enum>
                    <text>adjudication management;</text>
                  </subparagraph>
                  <subparagraph commented="no" id="H358C7F69D18349F2892422023111D325">
                    <enum>(D)</enum>
                    <text>investigation methods for the collection, analysis, storage, retrieval, and transfer of data and records; and</text>
                  </subparagraph>
                  <subparagraph commented="no" id="HE1E24EF6DAD647F1A1DBE278059C56D9">
                    <enum>(E)</enum>
                    <text>records management for access and eligibility determinations;</text>
                  </subparagraph>
                </paragraph>
                <paragraph commented="no" id="H897D520090AE45EEB189E90B3205FDBC">
                  <enum>(2)</enum>
                  <text>the elimination or reduction, if possible, of the use of databases and information sources that cannot be accessed and processed automatically electronically, or modification of such databases and information sources, to enable electronic access and processing;</text>
                </paragraph>
                <paragraph commented="no" id="H4F848FF9BA874DBCB78E878A83A2E3C0">
                  <enum>(3)</enum>
                  <text>the use of government-developed and commercial technology for continuous monitoring and evaluation of government and commercial data sources that can identify and flag information pertinent to adjudication guidelines and eligibility determinations;</text>
                </paragraph>
                <paragraph commented="no" id="H78C8787EF6D24ADEBCD10B0324A59396">
                  <enum>(4)</enum>
                  <text>the standardization of forms used for routine reporting required of cleared personnel (such as travel, foreign contacts, and financial disclosures) and use of continuous monitoring technology to access databases containing such reportable information to independently obtain and analyze reportable data and events;</text>
                </paragraph>
                <paragraph commented="no" id="HB00E511CEDE74CCA930BDAF5A82F867D">
                  <enum>(5)</enum>
                  <text>the establishment of an authoritative central repository of personnel security information that is accessible electronically at multiple levels of classification and eliminates technical barriers to rapid access to information necessary for eligibility determinations and reciprocal recognition thereof;</text>
                </paragraph>
                <paragraph commented="no" id="HCC99F4A0D549441A968143C8FB97087E">
                  <enum>(6)</enum>
                  <text>using digitally processed fingerprints, as a substitute for ink or paper prints, to reduce error rates and improve portability of data;</text>
                </paragraph>
                <paragraph commented="no" id="HCE32E418B19F445C99C192C3419CCAF9">
                  <enum>(7)</enum>
                  <text>expanding the use of technology to improve an applicant’s ability to discover the status of a pending security clearance application or reinvestigation; and</text>
                </paragraph>
                <paragraph commented="no" id="H4C14247914AE4A2AA91ECF31F6A0E7AB">
                  <enum>(8)</enum>
                  <text>using government and publicly available commercial data sources, including social media, that provide independent information pertinent to adjudication guidelines to improve quality and timeliness, and reduce costs, of investigations and reinvestigations.</text>
                </paragraph>
              </subsection>
              <subsection commented="no" id="HF6F4F62871B045D69274CEF8ED0146F1">
                <enum>(c)</enum>
                <header>Report to Congress</header>
                <text>Not later than 6 months after the date of the enactment of this Act, the Director of National Intelligence shall submit to the appropriate committees of Congress a report on the analysis required by subsection (a).</text>
              </subsection>
            </section>
            <section id="HE2372BB6BF8F418C90F491312932386A">
              <enum>504.</enum>
              <header>Report on reciprocity of security clearances</header>
              <text display-inline="no-display-inline">The head of the entity selected pursuant to section 3001(b) of the Intelligence Reform and Terrorism Prevention Act of 2004 (50 U.S.C. 3341(b)) shall submit to the appropriate committees of Congress a report each year through 2017 that describes for the preceding year—</text>
              <paragraph commented="no" id="H081D20AA25A84145B3A867FB2E9D71E4">
                <enum>(1)</enum>
                <text>the periods of time required by authorized adjudicative agencies for accepting background investigations and determinations completed by an authorized investigative entity or authorized adjudicative agency;</text>
              </paragraph>
              <paragraph commented="no" id="HE60C820C95F245958FF420770D5D1877">
                <enum>(2)</enum>
                <text>the total number of cases in which a background investigation or determination completed by an authorized investigative entity or authorized adjudicative agency is accepted by another agency;</text>
              </paragraph>
              <paragraph commented="no" id="HB835C81F7CC447AA9732CE8B3581489B">
                <enum>(3)</enum>
                <text>the total number of cases in which a background investigation or determination completed by an authorized investigative entity or authorized adjudicative agency is not accepted by another agency; and</text>
              </paragraph>
              <paragraph commented="no" id="HFC62E01F691846B8A7A28AD328EE7E11">
                <enum>(4)</enum>
                <text>such other information or recommendations as the head of the entity selected pursuant to such section 3001(b) considers appropriate.</text>
              </paragraph>
            </section>

              <enum>505.</enum>
              <header>Improving the periodic reinvestigation process</header>
              <subsection commented="no" id="HE21DC7FACB5D48F0868642BF1F77CAF0">
                <enum>(a)</enum>
                <header>In general</header>
                <text>Not later than 180 days after the date of the enactment of this Act, and annually thereafter until December 31, 2017, the Director of National Intelligence, in consultation with the Secretary of Defense and the Director of the Office of Personnel Management, shall transmit to the appropriate committees of Congress a strategic plan for updating the process for periodic reinvestigations consistent with a continuous evaluation program.</text>
              </subsection>
              <subsection commented="no" id="HD1C873B6FB2B44D9B3B1A576AF950FA8">
                <enum>(b)</enum>
                <header>Contents</header>
                <text>The plan required by subsection (a) shall include—</text>
                <paragraph commented="no" id="HCF207CC30FB24EBE9269646E82C25600">
                  <enum>(1)</enum>
                  <text>an analysis of the costs and benefits associated with conducting periodic reinvestigations;</text>
                </paragraph>
                <paragraph commented="no" id="H18B4DFE1472342BFA96AA35CA9196534">
                  <enum>(2)</enum>
                  <text>an analysis of the costs and benefits associated with replacing some or all periodic reinvestigations with a program of continuous evaluation;</text>
                </paragraph>
                <paragraph commented="no" id="HADD444B272564173B49038C15D452D1A">
                  <enum>(3)</enum>
                  <text>a determination of how many risk-based and ad hoc periodic reinvestigations are necessary on an annual basis for each component of the Federal Government with employees with security clearances;</text>
                </paragraph>
                <paragraph commented="no" id="H61018B9D7CAA4EC798E1DB0B5A230110">
                  <enum>(4)</enum>
                  <text>an analysis of the potential benefits of expanding the Government's use of continuous evaluation tools as a means of improving the effectiveness and efficiency of procedures for confirming the eligibility of personnel for continued access to classified information; and</text>
                </paragraph>
                <paragraph commented="no" id="HF4C4CD3C75D04901A3B4EB270FEBB5C0">
                  <enum>(5)</enum>
                  <text>an analysis of how many personnel with out-of-scope background investigations are employed by, or contracted or detailed to, each element of the intelligence community.</text>
                </paragraph>
              </subsection>

                <enum>(c)</enum>
                <header>Periodic reinvestigations defined</header>
                <text>In this section, the term <term>periodic reinvestigations</term> has the meaning given that term in section 3001(a) of the Intelligence Reform and Terrorism Prevention Act of 2004 (50 U.S.C. 3341(a)).</text>
              </subsection>
